U-SMC was formed in North Carolina by Mr. Victor R. Letourneaut. Letourneaut has 20+ years of management experience, including providing advice, guidance, and recommendations to the Senior and Deputy Advisor of the Iraqi Intervention Forces on all aspects of personnel, organization, training, tactics, force protection and operations; later, Mr. Letourneaut provided oversight and supervision of more than 20 US Embassy contractors in support of the US Embassy in Baghdad, Iraq.
